ABOUT THE QGAT

The Queensland Gas Appeals Tribunal (QGAT) is the local appeals body under the Gas Pipelines Access Law (made up of the National Third Party Access Code for Natural Gas Pipeline Systems and the Gas Pipelines Access (South Australia) Act 1997. QGAT hears merit appeals from pipeline operators or gas customers on decisions made by the Queensland Competition Authority relating to:

  1. Ring Fencing - decision to impose or waiver or not waiver ring fencing obligations
  2. Access Arrangements - decision to impose access arrangements
  3. Associate Contracts - decision to not approve associate contract, arrangement or understanding
  4. Information Disclosure - decision to disclose confidential or commercially-sensitive information

The QGAT consists of a chairperson and three members chosen from a pool of five members.

CHAIRPERSON

The current chairperson is Denis Byrne.

MEMBERS

The members of QGAT collectively have expertise in the financial, technical, legal and economic aspects of the gas industry.

REGISTRAR

The QGAT is required to be independent of the decision makers under the Gas Pipeline Access Law. Thus QGAT's secretariat is located in the Department of Justice and Attorney General's Office.The current Registrar is Raimund Heggie. Click here for contact details for the registry.
